NAVFAC Southwest Pioneers Quality Assurance Standards At New Yuma Barracks
SAN DIEGO – NAVFAC Southwest personnel from Planning Design and Construction, Resident Officer in Charge of Construction Detachment Yuma, with Marine Corps Installations West, and Marine Corps Air Station (MCAS) Yuma, participated in a ribbon cutting ceremony held to commemorate the completed construction of MCAS Yuma’s newest Bachelor Enlisted Quarters (BEQ), Sept. 25 in MCAS Yuma, Ariz.

Reagle. “Overcoming those hurdles came down to solid partnership: Harper Construction demonstrated exceptional dedication by working on site virtually every Saturday throughout the year-and-a-half construction phase, while our Government-led commissioning team maintained rigorous quality standards from day one. When unexpected challenges arose and knocked the project off target, Harper's integrity and refusal to finger-point proved them to be an exemplary partner. More than just delivering 321 beds, we've handed over an intelligently designed, corrosion-resistant facility that simplifies ongoing maintenance for Public Works and will reliably serve our warfighters for decades to come."
The newly completed BEQ is one of the first barracks to have held broken ground for under the Marine Corps Barracks 2030 Initiative. The Commandant’s "Barracks 2030" initiative made unaccompanied housing one of his highest priorities. Delivering on that mandate required NAVFAC Southwest to push hard on existing projects, innovate our acquisition strategies, and expertly manage the risks of fast-tracked construction.
In addition to being one of the first BEQs since implementing the Marine Corps’ Barracks 2030 Initiative, this BEQ project pioneered new standard for Quality Assurance. This project uniquely featured a government-led commissioning, that differs from the standard third-party contractor process, where the government—not an independent commissioning contractor—directed and oversaw the process used to verify that the project’s systems, equipment, or deliverables met the stated requirements before acceptance or operational use. The NAVFAC Southwest commissioning team was truly exceptional in driving rigorous, hands-on quality standards from day one. A proactive Dual-Commissioning Success was proven by matching the government's high standards and ensured a flawless handoff, while Harper Construction also deployed their internal commissioning team. This proactive dual-team approach allowed both parties to iron out engineering wrinkles efficiently and effectively.
The $90.6 million Design-Build BEQ project replaced an existing BEQ with a new facility that is configured to accommodate 321 military personnel at MCAS Yuma with 164 living rooms and required spaces of approximately 100,756 square feet. Each room offers double occupancy with living and sleeping area, shared bathroom, vanity cabinet with countertop and lavatory, shower compartment. Each kitchen service area includes base and wall cabinets, countertop, built-in upper cabinet with microwave, counter-depth refrigerator, and two secure closets.
NAVFAC Southwest members of this project’s management team included Construction Manager Brandon Reagle, Engineering Technician Reginald Brown, Contracting Specialist Nerissa Mendivil, Design Manager Dora Villa, Project Manager-Matthew Jackson, Contracting Officer Jacqueline Carrera, and ROICC Detachment Yuma Director Lt. Sean Kennedy.
NAVFAC Southwest facilitates planning, design, construction, contracts, and environmental services in the Southwest region and in various locations within the INDOPACOM theater to include Southern Australia.
